The Federal Government has raised the alarm over looming flood and warned  people living on the flood plains, especially in Makurdi (Benue), Lokoja   (Kogi State and Onitsha (Anambra State) to relocate.
The Nigeria Hydrological Services Agency (NIHSA) which said that River Niger, River Benue, Kainji Dam and the confluence of water bodies in Lokoja have all overflowed their various banks on Monday, August 8, 2016, however, assured that the relevant agencies were working assiduously to hold the floods, stressing that they shall in a matter of days be felt in many more locations across the country.
This was as the government launched a mobile application (WETIn) that would predict flood and warn farmers against its occurrences.
The initiative packaged by the Federal Ministry of Agriculture and Rural Development (FMARD), in partnership with the International Water Management Institute (IWMI) is mainly to forecast flood along the Niger and Benue Rivers.
A document endorsed by the Director-General of hydrological agency, Mr. Moses Beckley indicated that the flooding situations at the upper reach of the River Niger portended imminent danger for Nigeria in the coming weeks and months.
“According to the information, if the heavy rainfall continues in intensity and duration within these regions of the River Niger, it is imminent that flood situation similar to that of year 2012 may occur. It takes approximately nine days for the propagation of peak floods from Niamey to Nigeria (Jidere Bode, Kebbi State).
“The above observation transmitted to Nigeria is in tandem with the records from our monitoring stations at critical locations on rivers Niger and Benue, as well as their tributaries within the Nigerian portion of the Niger Basin. The water levels are rising gradually at most of our stations.”
NIHSA noted that although there was presently no water releases from the Lagdo Dam in Cameroon, the heavy rainfall being witnessed within the catchment of River Benue had caused the water level to be on the increase.
It stated that as of August 8, 2016, its monitoring station at Makurdi recorded an alarming 9.20 million height in water level, as against 9.17 million recorded on August 8, 2012.
This situation portends danger for Nigeria where there are many active tributaries to River Niger that contribute quite heavily to flooding incidents.
“At the Confluence in Lokoja, the water level as of 8th August, 2016, is 7.74 million, which has exceeded the 7.72 million recorded value on 8th August, 2012. This value is sending a strong signal to dwellers within the flood plains to relocate immediately to safer and higher grounds,” NIHSA said.
“Downstream of Lokoja at Onitsha, the water level has risen to an alarming height of 9.16m. This value is expected to increase with time. Therefore, residents along the Habour Bridge Head and industrial activities within the Habour Industrial Layout, Onitsha, should be on the lookout,” NIHSA stated.

16 people burnt to death on Abuja-Lokoja highway

It was a horrible experience for commuters plying the Abuja-Lokoja highway over the weekend as they watched helplessly as 16 people were burnt to death in an accident involving a passengers’ bus and a sport utility vehicle.
According to an eye witness, the accident which occurred on Friday night around Alewu village end of the highway involved 17 people, with 16 burnt beyond recognition.
The Federal Road Safety Corps ( FRSC) said yesterday all those killed  in the crash  had been given mass burial.
The Kogi State Sector Commander of the FRSC, Mr Ogochukwu Ugboma,   said the gender and the identity of the victims could not be ascertained as a result of the severity of burns they sustained.
Ugboma said the injured were treated at Ideal Hospital, Koton Karfe and discharged.
The Sector Commander blamed the drivers of the two vehicles for the accident, stating that they left their  lanes which resulted in a head on collision.
On the daily heavy traffic jam on the River Niger bridge between Lokoja and Koton Karfe, the Sector Commander  said it was due to stop-and- search operation being carried out by the military Joint Task Force, urging commuters to bear with them.
In a similar development, the Senior Registrar of Sharia court of Appeal, Lokoja, Mr. Sadiq Amodu was said to have veered into Meme river along, Lokoja-Ajaokuta road on friday night.
He was said to be coming from the Lokoja Club where a send forth party was organised for one of his friends who just retired from the state civil service and was heading home at about midnight when his vehicle veered into the river and drowned.
A source close to the family of the man said Amodu might have died as a result of cardiac arrest while on the steering as he was described as a teetatoller and an easy going man.
It was learnt that the combined efforts of FRSC officials, the police and some sympathisers who on Saturday morning helped pulled out the vehicle and Amodu from the river.

From oil thieves to kidnappers: The story of Lagos, Ogun militants

For the past six months, border towns between Lagos and Ogun States, Ikorodu, Ishawo, Igando, Ayobo among others have been under attacks by militants.
The militants have not only robbed, maimed, kidnapped, but have killed scores of their victims.
Recently, the General Overseer, New Life Gospel Mission, Lagos, Rev. Zacheus Adebola and his son Toba were abducted.  While Toba was released after ransom was paid, the preacher was shot dead and buried in a shallow grave in the creek.  Rev. Adebola’ story was one of the many killings perpetrated by the militants.
Three weeks ago, the Oniba of Ibaland in Lagos, Oba Goriola Oseni was abducted from his palace and whisked away in a speedboat to the creek.  He is still in captivity while the family is negotiating ransom with his abductors.
Following the state of insecurity in Lagos and Ogun States, the Federal Government recently  clamped down on the militants. The military, since last  weekThursday has rained  bomb on the creeks and many militants have so far been feared killed.
However, Saturday Sun investigations revealed that contrary to the widely held belief that the kidnapping and other criminal activities were being perpetrated by the Niger Delta Avengers, the criminal elements are indeed oil thieves and armed robbers.
How it began
It was gathered that the vandals were having field days, siphoning petroleum products illegally from the NNPC pipelines in boarder towns between Lagos and Ogun States before the present administration of President Muhammadu Buhari decided to apply the big stick on the hoodlums.
Joint security operatives were deployed to the entrance and exit routes of the oil thieves.  The hoodlums waited patiently for the security agents to quit the stage for business to continue, but the security agencies refused to go.  It was gathered that when they had run out of money and could no longer bear the hardship, survival instinct pushed them to think of what to do.
They went into armed robbery and kidnapping after the military had made oil theft virtually unattractive.
Emmanuel Arigidi, one of the suspects that abducted the Ikorodu school girls threw light on their transformation from being vandals to kidnappers.  “We are not members of the Niger Delta Avengers.  We were into oil bunkering.  We live in the creek.  Some of us including, Uki, TK, Falola, Felix who were big guys in oil bunkering stay in Festac creeks, Ikorodu and Ajah areas.  When government made it difficult for them to operate, they decided to go into other crimes.  They started using my camp, Adama, as training ground for amoury and safe keeping of kidnappers victims.
“We have no pipeline in Adama, but it is habitable.  There was no threat.  We live normal lives. Big guys like Osy, the leader of Fatola camp used to supply us arms and ammunition.  Some wanted armed robbers, including Million used to visit us to recruit some guys for robbery.  The FCMB attack on Lekki was organised in Adama creek and acthe robbery attack in  Festac town”, he confessed.
Another suspect, Sobijo said: “I think the government became hard on us when seven officials of the Department of the State Security Service (DSS) were killed in Arepo area.  They had come to rescue a woman who was abducted and they were killed.  Their bodies were dragged into the creek and were buried.
They were killed by Osy, Agballa, Keremere.  Kelly Fotor who specialised in bank robbery.”
A resident of Arepo, Mr. Sunday said, “the security situation in Arepo took a turn for the worse when Nigeria National Petroleum Corporation stopped pumping fuel through the pipelines in the community.
“The vandals-turned militants have always been in the creeks but they never gave us any problem. However, when there were no more pipelines to burst, they started kidnapping people for ransom.
“Each time they come, there would be shouting, ‘Since you gave government, information about us, you are going to be providing food for us.  We will abduct you so that we can survive on ransom.”
Recently, one of the kidnappers of the three female students of Macaulay Junior Seminary, Ikorodu, Lagos, Jumbul arrested by the Lagos State Police Command told Saturday Sun, “we were into oil bunkering. You would remember that seven months ago, there was fire outbreak in the creeks.  The fire raged for hours and it burnt over 400 members of our community.  When we saw the damage done by fire disaster, we were scared.  Dead bodies, including some family members, friends, especially  girl friends who came to visit their relatives were caught in the web.  Well, it was not reported because we are doing illegal business.
“It was the fire outbreak that killed our members that made some of us to start thinking on the way forward.  We decided to go into kidnapping since it is the only business that can give us big money, at least a little but near what we used to get from oil theft.  Well, my group went into kidnapping.  We did three abductions before that of the school children in Babington Macaulay Memorial Junior Seminary.  Some of us went into armed robbery.  Some of us combined the two.
“For example, TK who was killed between Nigeria and Republic of Benin recently was a big guy controlling over 200 soldiers in Igegemo creek, near Festac Town.  He was shot dead recently by the combined team of operatives from Lagos and Cotonou.  He was into oil theft, but when the Buhari administration blocked all the routes, he and his empire switched over to kidnapping, armed robbery and car snatching.  He was also into advanced fee fraud.  His signature was crime.  The reason is that people must survive.  Survival instinct must push one to one crime or the other”
While drawing a line between the militants in the South West and those in the Delta, he said “No, it will not be right to associate the militants in Lagos and Ogun State creeks with the Niger Delta Avengers.  We may come from the same place but we have different agitations.  The Niger Delta Avengers are fighting for the environmental degradation and against marginalization.  We are fighting for our stomachs.  We are different from Niger Delta Avengers. Well, you may be right if you say we are common criminals.  I think, we should be addressed like thieves or kidnappers, rather than addressing us as militants.”
Another militant, Otiono arrested last week at Ishawo, Ikorodu corroborated Johnbull’s view. He said “well, I think because, we are addressed as militants, that is why the military is carrying out offensive against us. People should stop addressing us as militants.”

Ripples of July 15 botched coup in Turkey have berthed in Nigeria with the Turkish Ambassador to Nigeria, Hakan Cakil, urging the Federal Government to shut  17 Turkish schools in Nigeria.
The ambassador, who made the call when the vice chairman, Senate Committee on Foreign Affairs, Shehu Sani, paid him a courtesy visit, said the Turkish Government had nothing to do with the schools.
The ambassador said investigations by the Turkish government showed that a movement led by US-based Fethullah Gulen was responsible for the failed coup attempt, which claimed over 200 lives. The movement is believed to have interest in the 17 schools in Nigeria.
He said the Turkish government was dissociating itself from any school bearing the country’s name in Nigeria, adding that while the country had schools in other countries, it had none in Nigeria.
“We are requesting the Nigerian Government to close down the schools. I have requested officially, both orally and in writing, the closure of these schools. Also, I have sent a letter to Mr Geoffrey Onyeama (Foreign Minister) and Mr Abba Kyari (Chief of Staff to the President) about this subject and requested their support for the closure of the schools.
“I will also send letters to the Chairmen of Committees on Foreign Affairs in the National Assembly as well as the Senate Majority Leader over the issue and I am going to enclose some documents in English on how the group members are engaged in the army, police and the Judiciary. In Nigeria, there are 17 schools, which belong to the Gulen Movement, one in Kano, one in Kaduna, one in Abuja, Lagos etc and they are offering scholarships.
“We are starting some legal procedures to take the name of Turkish out of the name of the schools. They are not the schools of the Turkish Government.
“They are misleading the public and allocating scholarships to the children of the high bureaucracy and after they graduate from school, they send the children to Turkey to attend their universities,’’ he said.
Deputy Chairman, Senate Committee on Foreign Affairs, Mr. Sani, said Turkey had the legitimate right to be concerned about its security in view of the failed coup attempt.
He, however, urged the Turkish government to operate within the ambits of the law in bringing those responsible for the coup to book.
“I think the world should identify and reason with you because if the coup had succeeded there could have been bloodshed.
“One thing I will say is that I will urge you to use the instrument of democracy, liberty and constitutional right to bring to book those who are involved in the coup,” he said.
The ambassador said the Turkish government had closed down all schools linked to the movement in Turkey.
“Turkish government has already closed down all primary, secondary, high schools and universities owned by the group in Turkey. In our system, it is allowed for the foundation to establish schools if they fulfill some requirements and that is how they established these schools.
“This is an issue that the Turkish Government has attached so much importance.
“Recently, my Minister called Mr Onyeama and briefed him about these schools because they are raising funds through the schools and they are using these funds for illegal activities.
“This is a matter of national security for us in Turkey. I have instructions from my government to follow up this matter and we will be very happy to obtain the support of Nigerian legislators on that issue,’’ he said.
He promised to engage other relevant government officials on the matter, adding that “I will take the matter up to the Federal Executive Council. I have also requested an audience with the Minister of Education.
“You may be aware that the government of Turkey started to investigate those responsible for the coup attempt.
“It is really clear that the Gulen Movement is behind the coup. There are some testimonies by detained military officials.
“They are confessing that they are in connection with the Gulen Movement and they have been members of the Gulen Movement for a long time and they have been planning this coup for a long time, nearly five months.
“The Government of Turkey has started to take some legal actions against the leader of the movement. He is now based in the United States. His extradition is a legal matter between Turkey and United States,’’ he said.
On the relations between Nigeria and Turkey, the ambassador said he was optimistic that the trade between the two countries, which declined due to the drop in oil price, would pick up soon.
